Qualitative and quantitative characteristics of economic growth

The artile deals with a number of relevant problems in economic theory which have not been fi nally solved. The issue of economic growth is a traditional one for economic theory throughout its development. At the same time, the concrete-historical situation
has brought to the forefront new relevant issues. The interest in quantitative characteristics of economic growth was supplemented with the study of growth quality. One of the options for this discussion was a balance between growth and development. The study of recovery and cyclical growth was in the same direction. Independent cycles contain a growth phase and the aggregate of cycles contains a general upward trend. Their theoretical consolidation forms an unsolved scientific problem as well. In recent years, two relatively independent issues have merged into a single problem: economic growth and the degree of state participation in the economy. This problem has two opposite interpretations that lead to certain conclusions and recommendations. The article focuses on this problem in the conclusion. The author introduces and describes the term ‘budgetary’ growth and emphasizes the sources of growth. In the short-term period, the author proposes to redistribute the resources, including those previously privatized, based on open investment tenders. In the long-term period, the author proposes to develop and implement a plan of electronification of the economy as a basis for qualitative growth and development. The final part considers the role of the state in ensuring economic growth. The author claims the overcoming of erroneous dogma about the 71 per cent share of the state in the economy. The article reveals the ideological and social essence of the proposals on the ‘second’ wave of privatization.
