The study titled "Digital Procurement Transformation in the East African Community (EAC): Opportunities and Challenges" examines the potential and hurdles of digitizing procurement practices within the EAC. Digital procurement offers significant benefits, such as improved efficiency, transparency, and cost savings, but adoption across the region is inconsistent. Countries like Kenya and Rwanda have made notable progress with fully implemented digital systems, while others, such as Burundi and South Sudan, struggle due to political instability, poor infrastructure, and limited capacity building. The research identifies key opportunities, including economic benefits, efficiency gains, and increased transparency, driven by advanced technologies like Artificial Intelligence (AI), Blockchain, and the Internet of Things (IoT).
However, several challenges hinder progress, including inadequate digital infrastructure, fragmented regulatory frameworks, and a significant skills gap among procurement professionals. To overcome these barriers, the study proposes a strategic roadmap focusing on harmonizing digital standards across EAC member states, investing in digital infrastructure, and building the capacity of procurement professionals.
The roadmap also advocates for phased implementation, starting with pilot projects, and emphasizes the importance of public-private partnerships and regional collaboration. While challenges persist, the opportunities presented by digital procurement are substantial. Addressing the infrastructural, regulatory, and skills-related issues will enable the EAC to fully leverage digital procurement's potential, driving regional integration, economic growth, and enhanced governance across member states.
