Description

A review of the problems of managerial culture in the context of the basic ideas of the concept of N.Machiavelli was considered. It is noted that the efficiency of public affairs management is not least determined by the professional qualities of managers. This implies not only the change of technologies and methods of management activity, but also the radical change of stereotypes for the formation of managerial personnel with a democratic type of thinking. The focus is on identifying the political and psychological aspects of the formation of managerial culture on the example of Nicolo Machiavelli’s treatise, "The Ruler," which describes the technologies for achieving success for the ruler in the management of social affairs. It was noted that N. Machiavelli outlined separate PR strategies long before the very term Public Relations came to light. Certain elements of PR (in particular, the roots of imagemaking) can be found even in the Sophists (the period of Antiquity). It is argued that in the understanding of the PR essence the role of trust plays a significant role. This is important because the effectiveness of cooperation between individuals depends on trust among them. The values that can contribute to the emergence of social capital include truthfulness, cooperation with others, fulfillment of obligations assumed and, of course, trust. In general, the individual ideas of N. Machiavelli regarding the priority of certain forms of behavior for the ruler correlate with the democratic type of management culture. That is why, for the successful formation of a democratic type of managerial culture, one must focus on the psychological factors of the individual when making managerial decisions: collectivism, democracy and flexibility. It is noted that for a modern manager with a democratic type of thinking, it is important to have such characteristics as responsibility, morality, and honesty.
