Sensitive Data: Persistent Identifier (PID) Semantics Gaps

This draft working paper provides an overview of persistent identifiers and versions in a sensitive data context as the basis for considering gaps in the current provision of semantic information for sensitive data handling, including at the PID kernel level. Initial recommendations are presented. The authors welcome feedback on this initial draft.
