DEVELOPMENT OF THEORETICAL FOUNDATIONS FOR REGULATING POLICE SERVICES AND ORGANISING POLICE WORK IN THE FIELD OF PUBLIC SECURITY

This article discusses the development of a comprehensive theoretical framework for the regulation of police activities in the field of public security. It is proved that such a problem integrates different theoretical views and principles to build a scientific approach to the problem of police services, which ensures effective, accountable and community-oriented police activity. The author proposes to define the key components of this approach through constitutional and legal principles, models of police organization in a democratic society, procedural justice and legitimacy. The article emphasises the need for a stable legal and ethical framework, transparent and democratic oversight, public engagement and data-driven decision-making to improve the effectiveness and legitimacy of police services. It is proved that the theoretical foundations of regulation of police services and organization of police work in the field of public security involve the integration of various components to create a holistic law enforcement structure that ensures efficiency, accountability and public trust.
