Open access publishing: Eastern European focus

Presentation at the 2nd Meeting of the Expert Group on The Future of Scholarly Publishing and Scholarly Communication, March 26, Brussels, that covers what form should open access publishing take to fulfill the needs of researchers in Eastern Europe, both within and next to the European Community. In particular, how do article processing charges affect the access of researchers to publishing venues? How are research libraries responding to the present trends structuring scientific publishing in general, and open access publishing in particular? What roles can institutional repositories play in this regard, and how OpenAIRE helps to address access inequalities in the European Research Area.
