MESA 4.1.2c beta tool for Windows 10

This is a compiled version of MESA 4 for Windows 10 systems. The current version number is 4.1.2c-beta. Beta releases can be tested more widely by partners. This version works and it delivers a sensitivity analysis according to the MESA method. A full release of this code will replace the online cloud-based version of MESA.

The main program is mesa.exe. Start this one first. Test data covering Zanzibar is included.
