ASN e VQR dopo l'adesione italiana a COARA

ANVUR, the Italian government-appointed National Agency for the Evaluation of University and Research, has signed the COARA agreement. However, while taking all the room for manoeuvre offered by its commitments, it did not do away with strict bibliometric thresholds, which are not complementary but decisive, both in the next National Research Assessment Exercise (VQR 2020-2024) and in the National Scientific Qualification for Professorships (Abilitazione scientifica nazionale or ASN).
The Italian predicament suggests that the COARA agreements may have a not insignificant flaw: while promoting open science, they deal mainly with how research is evaluated, without considering who does it and who is entitled to do it. In this way, however, they leave at least one question unanswered: how can a centralized and government-appointed evaluation agency abandon journals as evaluation proxies (and cages) and implement "peer" review as a truly peer to peer review?
