Data sovereignty, data governance and digital sovereignty

Open Science principles support the increased sharing of data to promote 
transparency, accessibility, and replicability. In practice researchers and research 
support staff encounter challenges in balancing Open Science practices a.o. with 
the GDPR while also ensuring the responsible reuse of data. The FAIR principles 
guide this process but pose questions on responsibility and decision-making 
within the research lifecycle, especially in relation to data sovereignty. To address 
these issues, a task group, comprising diverse stakeholders, explores the interplay 
of data sovereignty, data governance, and digital sovereignty. Recognizing 
the operational challenges in policy implementation, the group focuses on 
practical contributions, developing instruments to aid institutions in navigating 
data sovereignty issues. The task group emphasizes the need for heightened 
attention to data governance, sovereignty, and digital autonomy within research 
institutions. The group aims to elevate awareness through this document, 
providing tools and recommendations to empower institutions in navigating 
complexities. The goal is to ensure compliance with regulations while equipping 
researchers to effectively apply these rules in their daily work.
