The PDS may be traced back to the scarcity period 1930s. The PDS was introduced during the Second World War after the great Bengal Famine. Later the system continued due to scarcity and also because such a scheme is in keeping with the objectives of the welfare state and the country’s Five Year Plans/ niti aayog. During the five-year plan scheme/ niti aayog, the Agricultural Price Policy in India functioned with the prime objective to assure a regular supply of food commodities to the poor strata at reasonable rates. Moreover, poverty alleviation and eradication of hunger are the major goals of the Rural Development Programs in India. The main impetus for the development of PDS in India is not only shortage of essential commodities from time to time but also to achieve distribution honesty.
