In the article, the state's support measures for increasing the production efficiency of cotton-textile clusters established in our country today, when attention is being paid to the development of small business and private entrepreneurship, are theoretically explained. At the same time, the proposals and conclusions that should be implemented in the formation and development of clusters in the production of competitive goods by ensuring the stable development of the economy and increasing innovative activity have been shown in the experience of foreign countries.
