Unveiling strategic priorities for global reach of rice: A review of selected rice export strategies in Southeast Asia
Description
Rice exports have a fundamental role in driving the economic development of net rice exporting countries. Understanding the strategic priorities of these countries is crucial in identifying factors that contribute to their success in the global rice market. This research conducts a literature review of the export strategies of selected Southeast Asian (SEA) countries namely, Myanmar, Cambodia, and Lao PDR. These countries have an overarching vision is to produce high quality rice primarily targeted towards high-income nations. By analyzing the strategic priorities, this research aims to provide valuable insights into how these countries leverage their rice sectors to drive economic growth. Evidence suggests that key strategic priorities of these selected countries can be summarized into three main intersecting themes, including establishing a national brand identity for rice, improving rice quality standards, and supportive policies from the public sector. Establishing a distinguished national brand for rice enables international recognition of rice through its superior quality, while improving rice quality standards facilitates market entry into the a market dominated by already established suppliers of high quality rice preferred by consumers. Furthermore, public sector support plays a crucial role in the implementation of export strategies, including policy support, engagement with rice value chain actors, and capacity building within the rice sector. The insights gained from this research contribute to a deeper understanding of the factors that enhance competitiveness, upgrade value chains, shape policies, and foster economic development.
