Strategy and Tactics of State Policy in the Field of Waste Management in Ukraine

The article is devoted to determination of ways to increase the effectiveness of the mechanism of implementation of state policy in the field of waste management in Ukraine.
The methodological basis of the research was general scientific and special legal research methods, and in particular: system-structural, structural-functional and logical research methods.
The literature used during the research is devoted to General and Special Administrative Law, environmental law and waste management in the Federal Republic of Germany. The information on waste management in Austria, and in particular in the city of Vienna, was of particular importance for the research results.
As a result of the conducted research, the following conclusions can be drawn:
In Ukraine, the foundation has been laid for the construction of European-style public administration in the field of waste management. The basic documents that lay this foundation are the profile Law of Ukraine "On Waste Management", the National Waste Management Strategy until 2030 and the National Waste Management Plan until 2030. The last two legal acts regulate the strategy and tactics of state policy in this area of public administration.
Reforming the sphere of waste management in Ukraine involves the practical implementation of a number of ideas, in particular: building a closed-loop economy, implementing a waste management hierarchy, effective functioning of an integrated waste management system, extended producer responsibility, integration into the EU waste market and the European waste management system.
The priority areas of state policy in the field of waste management in Ukraine should be: development of a system of waste sorting stations and plants for the disposal of various types of waste; educational work among the population regarding the necessity of waste sorting; fight against spontaneous landfills and violators of legislation in the field of waste management, activation of municipalities in the development of municipal waste management strategies; attraction of investments, in part, implementation of low-waste production technologies, as well as the use of raw materials that are completely recycled/utilized without harming the environment.
