Level of openness in Serbian science: Potentials of eNauka (national CRIS)

CRIS systems usually playing very relevant role in every scientific community. The question is if they could be used for boosting and measure the implementation of Open Access and Data policies at research-performing organizations.

In the last 6 years there is a huge progress in the implementation of the repository network in Serbia. Starting from the national PhD thesis portal (2015), today we are talking about 86 Research Performing Organizations (RPO) that have their own repositories. Majority of them are developed under open source software: dSpace (38), ePrints (12), Phaidra (16). Those who followed OpenAIRE Guidelines for Literature Repositories v3, can now use very useful tools such as OpenAIRE Open Science observatory (https://osobservatory.openaire.eu/country/RS/overview ) or OpenAIRE Monitor (https://monitor.openaire.eu/dashboard/belgrade ).

Based on these activities Serbian Government decide to develop (funding) national CRIS system based on information harvested from the repositories. Repository Development Team at the University of Belgrade Computer Centre (TRAP-RCUB) was selected to develop the software infrastructure. The public portal eNauka (https://enauka.gov.rs/ , dSpace CRIS 6.3) started to work at November, 2022. We use this developer role to push forward more Open Science on priority list, using:

  • PIDs for all kind of entities (ROR for RPO, ORCID for researchers, DOI or hendles for documents)
  • promote OpenCitations as a very usefull open infrastructure for evaluation
  • implementing measures based on UnPay Wall tool
  • measure the Openness of all entities

eNauka is the one-stop-shop for researchers (and funders) to deal with all the administrative requirements. We will try to make it also openness-checker, ie. if the entities meet the research funders’ policies with regard to Open Science.
