Radically improving the quality of lawmaking, aimed at strengthening the impact of adopted laws on the process of socio-political, socio-economic and judicial reforms, is one of the main tasks of improving the system of state and social construction. At the same time, the success of the implementation of the planned large-scale reforms to a certain extent depends on the legislative framework that has been formed over the past years, as well as on the quality of the rule-making process. Based on this, the norm compares the study of the best practices of developed foreign countries in order to further improve their creativity and adapt it to the requirements of the time. Accordingly, this article provides a comparative legal analysis of legislation and law enforcement practice in the field of rule-making in foreign countries.
