virtualcell/vcell: update biosimulators_utils lib to fix SEDML validation problem

Description

biosimulators_utils 0.1.178 fixes mathematical expression handling to not reject expressions with a unary subtraction operator. This validation problem had blocked validation for 7 public vcell models.
