•Cost of electricity (cost of generation, system operation, return on investments and system losses) is high

•Aggregate , Technical and Commercial losses: 51 %

•Reliability of service is poor( number of outages and downturn are on the rise)

•Private sector participation hampered by  sector financial unviability, weak implementation of IPP framework
