The totality of national and regional innovation systems, implying sustainable interaction and cooperation of scientific, educational, government organizations and business, is the basis for innovative and economic development of the country. Due to the wide variety of systems existing in the world, it seems appropriate to identify the main problems and patterns of their development in advanced and developing economies. The results of the study will allow us to determine the directions for improving the regional policy of the Russian Federation in the field of innovation economics.
