ATTEMPTS TO CREATE AGRICULTURAL COMMUNITIES OF THE PENITENTIARY SYSTEM OF THE RUSSIAN EMPIRE IN THE EARLY ХХ CENTURY

The article deals with the problem of creating agricultural production in the penitentiary system of Russia. Even at the turn of the XIX-XX centuries, with the help of the foundation of agricultural farms, the heads of various departments tried to solve both economic and educational problems of the system. Unfortunately, the bill did not get the necessary number of votes in the Duma. Currently, agricultural farms in penitentiary institutions are more similar in scale to farms. Scientists claim that even after a hundred years, an increase in the scale of agricultural production could solve the urgent problems that have not been solved by representatives of penitentiary institutions for a hundred years.
