The regional development policies of Turkey have undergone a significant transformation in the recent period. In this process, regional development policies have become more concrete and applicable. As the level of the implementation for regional development policies increases, the need arises for result-based approach on measuring and evaluating the effectiveness of the implementation. The multilayer (central, regional and local) and multi-sectoral structure of the regional development programs further increases the need for monitoring and evaluation. When the monitoring and evaluation practices in our country are examined in terms of regulations, information systems, guidelines and institutional capacity, it is seen that the regional development programs have significantly progressed in terms of the development of the result-based approach on monitoring and evaluation practices. Thus, the experience initially transferred from the EU and other international organizations has become localized and spread to the whole country. When the reasons of the pioneering role of the result-based monitoring and evaluation in the regional programs are examined, the relationship between decentralization and thematic focusing and result-based monitoring and evaluation has been found. In this context, it has been understood that the programs, which are more local-oriented in terms of project cycle management stages, are also more powerful in terms of monitoring and evaluation infrastructure. Moreover, as the level of sectoral and thematic focus increases, establishment of the monitoring and evaluation infrastructure gets easier. These findings show that the spreading of the experience obtained from regional programs to the other public practices can be instructive in developing a result-based monitoring and evaluation infrastructure.
