The focus is on their role in resisting the (direct or indirect) the aggressor, providing the minimum necessary services for inhabitans of territorial communities. The material stress attention to the significant difference between the appointment of state authorities and local self-government, which was clearly revealed during the crisis. The question of the creation of territorial defense units is raised – where they could have created and where not, how local self-government organs at the territory community level influenced their appearance and activity, what self-defense units are. According to the author opinion, the new local self-government was able to combine national and local patriotism, thereby strengthening resistance to the enemy in the north of Ukraine. In general, during the war, the actions of the heads of territorial communities were very reminiscent of the behavior of their historical predecessors – voyts. Other forms of resistance by inhabitants of territorial communities are also mentioned – roadblocks on the ways, pickets, public anti-racist statements, mass meetings. Considerable attention is paid to the resolution of social and economic issues by the local self-government organs, to the provision of the basic necessities of life in the territory. These are issues such as the evacuation of the inhabitants of Chernigov and their resettlement in territorial communities where active hostilities were not conducted, provision of delivery of goods, fuel, baking of bread, work of markets, communal services and some others. It was concluded that the local self-government in Chernihiv Oblast demonstrated faithfulness and resilience.
