TThe main objective of this essay is the importance of analyzing the proposal and discuss critical issues on the use of planning tools and ordination of activities, such as ZEE - Ecological and Economic Zoning, to guide the balanced management of Brazilian territory and planning practice environment in order to recover, preserve, conserve and manage the natural environment in order to ensure sustainable development. And to achieve this goal will be enhanced initially understanding the historical context of the law.
