Description
The change in the political landscape and the potential threat of new challenges for Europe necessitated the further deepening of European integration, the implementation of a standard foreign policy and, ultimately, the activities of EU supranational institutions. Controversies between Great Britain, France, and Germany about ways to implement a European security policy to some extent reflected their differences in approaches to its application in the context of existing problems.
Undoubtedly, the doctrines and strategies of large states are of particular importance in the field of state security, which largely determines both the current policy and, more prospectively, the doctrinal and strategic documents of smaller states. The development of European security policy capabilities does not mean strengthening the autonomy of the European Union but strengthening the capacities of European member states within NATO. Speaking about the process of formation of the European security system, it should be noted that practical activities within the framework of the Common European Security and Defense Policy began after the signing of an agreement between the EU and NATO on the introduction of a mechanism for the interaction of the bodies of both structures and the use of alliance opportunities (the so-called "Berlin Plus" agreement of 2002).
The article substantiates the configuration of European security from the standpoint of the world's leading countries, which are designed to ensure the integrity, coherence and consistency of the organization and the effectiveness of the implementation of bilateral cooperation between European states, including within the limits of their international cooperation. Dynamic changes in the development of the military and political situation in the world led to a number of changes in the situation at the global and regional levels. At the same time, the emergence of new risks and threats to both international and regional security and stability is noted. The dominant global threat to the world and the interests of superpowers has been replaced by a huge number of potential threats on a smaller scale, but at the same time quite serious in terms of their consequences for stability, which affects the interests of many states. Therefore, consideration of European security and determination of the role of leading EU states in ensuring it is fully justified today. Since the turning points in the current world politics indicate that in the globalized world, which is radically changing, the question of rethinking one's own mission by many countries, and first of all the leading states of the world, is on the agenda.
