Abstrak
Publikasi ini dibuat untuk merespon upaya pemerintah mewujudkan imunisasi Covid-19 sebagai hak kesehatan bagi masyarakat adat di masa wabah. Pemberian vaksin Covid-19 kepada setiap orang kini menjadi bagian dari upaya mengakhiri epidemi Covid-19. Masyarakat adat, yang secara historis rentan sebab terbatasnya akses terhadap layanan kesehatan, ialah salah satu kelompok yang rentan dalam wabah Covid-19. Karya tulis ilmiah ini ialah penelitian hukum normatif yang mengambil pendekatan perundang-undangan. Dampaknya, masyarakat adat telah dimasukkan dalam prioritas vaksinasi pemerintah dalam Peraturan Menteri Kesehatan Nomor 84 Tahun 2020. Pemerintah juga telah memberikan prioritas vaksinasi sejalan dengan konsep non-diskriminasi dalam persyaratan WHO jika masyarakat adat wajib termasuk dalam prioritas imunisasi sebagai kategori sosio-demografis. Dengan tindakan tersebut, pemerintah telah memberlakukan Pasal 28H ayat (1) UUD 1945 yang menyatakan jika setiap orang berhak atas pelayanan kesehatan.

Abstract
This journal is intended to address the government's efforts to ensure that indigenous peoples have access to Covid-19 vaccination as a right to health during the pandemic period. Provision of Covid-19 vaccination to all citizens has evolved into a strategy for containing the Covid-19 pandemic. Indigenous peoples are one of the vulnerable groups in the Covid-19 pandemic, having previously been vulnerable due to limited access to health care. This article is a piece of normative legal research that employs a statutory framework. As a result, the government has prioritized vaccination for indigenous peoples in The Minister of Health Regulation No. 84 of 2020. Then, the government's provision of vaccination priorities was also in accordance with the principle of non-discrimination, with indigenous peoples included in the socio-demographic group eligible for vaccination priority. As a result of this, the government enacted Article 28H paragraph (1) of the 1945 Constitution, which states that every citizen has the right to health care.
