В статье представлен анализ проблемных аспектов в процессах обеспечения развития инновационной среды в Луганской Народной Республике. Сделан вывод о том, что объективно необходимы экономические реформы системы развития научно-технических кадров. Выявлено, что в связи с неспособностью в экономических и политических процессах в Луганской Народной Республике общество не способно обеспечить поток научно-технических инноваций, освоения и распространения новых технологий. Также второй проблемный аспект в формировании инновационной среды – это низкая доля затрат на исследования и разработки. Для реализации инновационной политики на уроне предприятия и государства необходимо провести оценку инновационных и технологических изменений на предприятиях машиностроения ЛНР.

ANALYSIS OF THE PROCESSES OF ENSURING THE DEVELOPMENT OF THE INNOVATIVE ENVIRONMENT IN THE LUGANSK PEOPLE'S REPUBLIC

In the article analysis of problematic aspects in the processes of ensuring the development of an innovative environment in the Lugansk People's Republic are presents. The economic reforms of the system of development of scientific and technical personnel are objectively necessary conclusion is made. It was revealed that due to the inability in economic and political processes in the Lugansk People's Republic, society is not able to provide the flow of scientific and technical innovations, the development and dissemination of new technologies. Also, the second problematic aspect in the formation of an innovative environment is the low share of research and development costs. To implement the innovation policy at the level of the enterprise and the state, it is necessary to assess the innovative and technological changes at the machine-building enterprises of the LPR.
