V3: ADDED CLARIFYING EU COMMISSION SLIDES ON MANDATORY/RECOMMENDED PRACTICES. IF YOU DOWNLOADED THE SLIDES BEFORE OCTOBER 21, PLEASE NOTICE THEY ARE QUITE DIFFERENT NOW. V.2: Some important corrections. The relevant section in Part A is "Organization data" and not "Researchers' profile", in Part B "Excellence" and not "Scientific excellence". Specified also the type of actions the Guide refers to (RIA/IA/CSA) and some length suggestions.
