المدنيون في ليبيا، بين انتهاكات النزاع المسلح ومخاطر جائحة فيروس كورونا.

ملخص

ظل المدنيون في ليبيا تحت وطأة الحرب وتداعياتها عقدا من الزمن تقريبا، إلا أن حجم المعاناة من النزاع المسلح ازداد شدة في ظل جائحة كورونا، وذلك بالنظر إلى وضعية الاقتصاد الليبي المنهك وتدهور القطاع الصحي بفعل الاقتتال بين الأطراف المتحاربة. وأمام هذا الوضع، يبقى المدنيون بين مطرقة الحرب وجرائمها، وسندان الوباء العالمي وتأثيراته، إلا أن هناك فئات أكثر عرضة لخطر الفيروس التاجي، ما يجعل من اعتماد إجراءات وتدابير وقائية ضرورة ملحة أمام استمرار النزاع حماية لهذه الفئات وبقية فئات المجتمع.

Abstract :

Libyan civilians between armed conflict violations and the dangers of the Corona Virus pandemic.

For almost a decade, Libyan Civilians have been living under the weight of war and its consequences. Yet,  the armed conflict has fiercely increased under the Corona pandemic. In addition, this conflict in Libya has led to the deterioration of  economic and health sectors. Therfore,  civilians are  left between the war hammer and its crimes and the anvil of the global pandemic effects. However, there are more people who are more likely to be infected by coronavirus. So, in this conflict protective measures and procedures must be adopted now  to protect  these people and the society as well.
