Pakman: a modular, efficient and portable tool for approximate Bayesian inference

Release v1.1.0 includes changes suggested by the reviewers for publication by the Journal of Open Source Software. These include improvements to the manuscript, expanded documentation, the addition of CONTRIBUTING.md and CODE_OF_CONDUCT.md, and the ability to specify key-value pairs to MPI_Info from the command-line.
