Managing Organizational Human Resources Efficiently in Afghanistan Context

Authors/Creators

Description

A previous report by international development organizations has shown that Afghanistan's innovation activity level remains significantly below regional and global averages, while neighboring countries such as India and Iran have made comparatively greater progress in developing innovation-oriented policies and institutions. Despite gradual economic recovery and various international support programs, investment in innovation and the outcomes of innovation initiatives remain underperforming. The purpose of this study is to provide a framework to measure and compare governmental and organizational efforts aimed at promoting innovation and competitiveness in a rapidly changing regional and global environment. One possible reason for the country's limited innovation performance could be a traditional mindset, where the focus remains on stability and short-term welfare protection rather than investing resources and accepting the risks associated with innovation. The theoretical approach of this paper emphasizes how organizations in Afghanistan can develop strategies that value creativity and encourage innovative solutions within their available resources. Since human capital is the main source of invention and innovation, creativity must be supported and stimulated in order to generate new ideas and sustainable progress. The methodological approach is exploratory, using qualitative analysis based on semistructured interviews with experienced Afghan professionals from both the public and private sectors. The objective was to obtain a general understanding of the existing organizational culture and to identify motivational drivers among employees. The findings provide insight into how the Afghan business and organizational culture is perceived across dimensions related to innovation and management climate. The results reveal a clear gap between an "innovation-friendly environment" and the current realities of Afghan institutions and enterprises. Based on these findings, three practical recommendations are proposed to enhance the use of human capital for innovative 57 DR. MEINHAJ HUSSAIN outcomes: 1. Performance Assessment Systems, 2. Innovation and Motivation Days, and 3. The National Innovation Hub. These initiatives are designed to strengthen innovation capacity in both the short and long term, thereby contributing to Afghanistan's broader development and competitiveness goals.
