Credit Card Fraud in Australia: An Empirical Analysis of Physical versus Online Fraud Patterns, PCI DSS Implementation Challenges, and Prevention Strategies

Credit card fraud in Australia has reached record levels. This study examines the current landscape, comparing card-present and card-not-present fraud patterns, analysing PCI DSS implementation challenges, and evaluating the effectiveness of current prevention strategies. Drawing on Australian fraud statistics from AusPayNet, the Australian Bureau of Statistics and financial institutions for 2020-2024, the analysis documents a pronounced shift from card-present to card-not-present fraud, persistent PCI DSS implementation gaps (particularly among smaller organisations), and the deployment challenges facing machine-learning fraud-detection systems. The paper concludes that effective fraud prevention requires integrated strategies coordinating organisational controls (PCI DSS compliance) with technical detection capabilities, and offers evidence-based recommendations for better alignment of compliance activity with security outcomes.
