Integrating Artificial Intelligence with Cybersecurity Governance: A Comprehensive Framework for Organizational Decision-Makers

Organisations face an unprecedented challenge integrating artificial intelligence into their cybersecurity governance structures while managing complex risks, ensuring regulatory compliance and maintaining stakeholder trust. Drawing on an extensive analysis of over 400 peer-reviewed studies and practitioner reports, this paper introduces the AI-Cybersecurity Governance Integration (ACGI) Framework, a multi-layered approach addressing governance structures, risk management, regulatory compliance (including the EU AI Act), organisational readiness and implementation strategies across organisations of all sizes and industries. The analysis finds that a large majority of organisations lack formal AI oversight structures, creating significant governance gaps, and that successful integration requires coordinated executive oversight, technical expertise and operational capability. The framework is designed to be scalable, adaptable across industries, and aligned with emerging global regulatory standards.
