AI Governance Based on ISO/IEC 42001: A Comprehensive Framework for Managing AI Systems

This manuscript presents a comprehensive analysis of AI governance principles based on ISO/IEC 42001:2023, the world's first international standard for artificial intelligence management systems (AIMS). It reviews the evolution of AI governance, analyses the structure of the ISO/IEC 42001 framework across its normative clauses (context, leadership, planning, support, operation, performance evaluation and improvement), and provides organisations with evidence-based strategies and practical frameworks for implementing responsible AI management systems. Implementation challenges and solutions, benefits and value proposition, recommendations for organisations, and the future outlook for AI management standardisation are examined.
