Організація сільськогосподарської дорадчої діяльності: міжнародно-правовий досвід

Досліджені особливості функціонування сільськогосподарської дорадчої діяльності країн світу. На основі аналізу досвіду правового регулювання сільськогосподарської дорадчої діяльності ряду країн (зокрема – Великобританії та США) зроблено висновки стосовно вибіркової доцільності застосування їх надбань у вітчизняних реаліях.

На основе анализа опыта правового регулирования сельскохозяйственной совещательной деятельности ряда стран (в частности – Великобритании и США) сделаны выводы относительно избирательного целесообразности применения их достижений в отечественных реалиях

The article is devoted to the study of the peculiarities of agricultural advisory activity in the world. The urgency of this topic of research is due to a number of factors, in particular: the high importance of the agro-industrial complex in the Ukrainian economy; the need to stimulate agricultural producers to introduce the latest technologies; the appropriateness of applying the leading foreign experience in regulating the activities of agricultural advisers.

An equally important factor influencing the relevance of the study of this topic is the integration processes. After Ukraine’s accession to the WTO and under the terms of the EU-Ukraine association agreement, domestic agricultural producers have to compete with producers of agricultural products from the leading countries of the world. In the absence of adequate protectionism, effective counseling for commodity producers remains one of the few tools to increase their competitiveness without violating the conditions of international treaties and without using significant financial costs from the state.

The author gives a brief retrospective of the emergence of advisory services in foreign countries, recalling the experience of Mesopotamia, Greece, Phoenicia, the Roman Empire and China. Later, the article analyzes the experience of advising in a number of countries, in particular: Great Britain, USA. The emphasis is laid on the peculiarities of the functioning of advisory institutions in each of the countries listed. In particular, the peculiarity of the UK experience is that the Agricultural Development and Advisory Service (ADAS) were privatized and it is currently operating at the request of the government. The feature of US advisory services is the autonomous, multi-level structure (level – federal, state, district), operating on the basis of universities.

As a result, the author has drawn conclusions about the appropriateness or inappropriateness of the use of this or that experience in Ukraine.
