Maimpis: Mitigation, Adaptation, and Initiatives for Managing Pre-Flood and Improving Sustainability in Miranda Compound, Phase 3, City of San Fernando, Pampanga

Description

Flooding remained a critical challenge in many urban communities, particularly in areas with
inadequate drainage and poor waste management. In Barangay Maimpis, specifically Miranda Compound
Phase 3, recurring flood events prompted the need for a localized and sustainable mitigation plan. This
study aimed to develop and propose a five-year implementation plan for both structural and non-structural
interventions under Project MAIMPIS. The methodology combined hydrological and topographical
assessments using QGIS and manual surveying tools, structural design modelling with AutoCAD, and
community engagement through survey questionnaires. The reliability and correlation of survey data were
statistically verified. Information, Education, and Communication (IEC) materials for non-structural
interventions were validated by an expert panel, earning a classification of "ready for distribution." For the
structural component, a slot-type drainage system was designed with a cross-section of 900 mm × 600
mm, capable of discharging 0.4135 m³/s—adequately covering the calculated peak runoff of 0.19416 m³/s
under a 100-year return period scenario. The proposed implementation plans integrated community-driven
waste management initiatives and drainage construction over five years, with gradual scale-up and
monitoring to ensure sustainability. The findings highlighted the feasibility and importance of combining
technical and community-based approaches to reduce flood risk. This study contributed a replicable model
for participatory flood mitigation in low-income urban settings.
