Description
Waste is still a significant problem in Indonesia, with conditions spread in almost all districts/cities, including Sidoarjo District. In Sidoarjo District, waste problems occur because there is no effective management system, so collaboration between parties is needed in implementing waste management policies. This research uses a descriptive qualitative method to analyze who are the parties collaborating in waste management through the Clean and Green Sidoarjo program. This research used data collection techniques of interview, observation and documentation. The data analysis model that researchers used was the interactive Miles, Huberman, and Saldana (2014). The results showed that the parties collaborating in waste management include the district government, the Sidoarjo Environment and Hygiene Office (DLHK), the Kenongo village government, the community and the private sector. However, the concept of collaboration as the basis for synergy in policy implementation between parties has not been effective. Therefore, it is necessary to take advantage of and optimize opportunities for cooperation between parties and/or with other parties to improve the effectiveness of waste management.
