vcf2maf: Release 1.6.2-regfix

Description

This release fixes a bug when running vcf2maf on canine variants. The bug was caused by the inclusion of "--regulatory" in the underlying Ensembl VEP command launched by vcf2maf, which is incompatible with the canFam3.1 canine assembly. This release implements a simple workaround that changes "--regulatory" as a human-specific option. 

This issue was reported to the developer and fixed in vcf2maf version 1.6.5.
