Description

This report maps key public and private policies and governance mechanisms regulating legal and sustainable forest and ecosystem-risk biomass value chains across demand and supply-side countries and regions. Based on a qualitative data analysis of policy and legislative documents and a review of the academic literature, we first developed a comprehensive Excel database of key forest and ecosystem-related policy and governance types. Second, we developed a categorization of six different policy and governance types constructed along the degree of compulsion (legally binding and non-legally binding) and direct participation of actors (main actors: state, main actors: nonstate, and joint participation of state and nonstate actors) at three geographic levels (international, transnational, and (sub-)national). We defined the types, theoretically drawing on regulatory governance literature, and provided key illustrative examples.
