hagis 3.1.7 Minor changes

• Use {roxyglobals}.

• Format package names as {package name} not package name or package name in documentation.

• Use proper title case in function titles.

Please note that this release is not on CRAN due to CRAN's own ridiculousness. The most recent version on CRAN will work exactly like this one. This one just has a few things to make it easier for me to maintain and ironically, follows the guidelines for R packages' documentation better than the version on CRAN.
