
# Title of Dataset: 2023 California Community Water System institutional type update

## Overview

This data set builds on a previous research effort to document the organization structure and institutional types of California Community Water Systems by Dr. Kristin Dobbin and Dr. Amanda Fencl. Specifically this update provides a 2023 snapshot of this information with improvements and updates to the methods and typology as well as the addition of subtypes for select institution types. 


## Description of the data and file structure

The data consists of a CSV file of 5 columns and 2967 rows (not counting headers). The data fields are as follows (left to right):

* Column A (PWSID): Public Water System Identification number (Note that the format differs between systems California primacy compared to EPA Region 9 primacy, see Column C. Sources: CA Drinking Water Watch and Federal SDWIS)
* Column B (PWS_Name): Public Water System Name (Source: CA Drinking Water Watch and Federal SDWIS)
* Column C (Primacy_FINAL): Primacy agency charged with regulating water system under the US and CA Safe Drinking Water Act (Sources: CA Drinking Water Watch, Federal SDWIS and 2023 State Water Resources Control Board SAFER Dashboard)
* Column D (Final_inst_update): Institutional type determined as described in data documentation (28 unique types. Source: Authors)
* Column E (Inst_Subtype): Institutional subtype determined as described in data documentation(20 unique types not counting blanks which mean not applicable/no subtypes for relevant institutional type. Source: Authors)

In addition to the CSV, this README.md provides details about the data structure, sources and access/sharing. An accompanying data documentation PDF provide details related to the base data and changes made with this update.
