Revised use-cases for the FWCR Platform version Beta (PAR Cycle 1)

Action research (AR) is a form of research whereby researchers use the results of their research to act upon and change the situation being studied - and/or to inform the development of a solution/product. The action intervention is part of the research design: research that is limited to observation and the generation of theory is not AR. Participatory action research (PAR) is a form of AR 1 whereby the people or organisations who are the focus of the research (and for whom a solution/product is being developed) take an active part in the research process. They help researchers interpret and understand the situation, help shape the findings/solution and ultimately use the latter to inform their actions and decision-making. Participatory action research is used in TURNkey as the primary research vehicle to link the needs of the end-users of the TURNkey system with those responsible for the design of the TURNkey system. In essence, PAR seeks to understand how the TURNkey system would be used in practical situations (from the perspective of the citizen, business organisations, critical infrastructure provider, and emergency responders) to improve resilience to an earthquake and to leverage this information to inform the TURNkey system design in a way that seeks to identify and address potential barriers to its use. Given this, PAR involves both potential end-users of a system as well as those responsible for its design and development. The original TURNkey concept model will be developed over three cycles over PAR, resulting in a final version of the system. This report presents the findings from PAR Cycle 1.
