Beyond copyright infrastructure has supple licensing options are creative commons, open licensing.Therefore easy to process of sharing content, software’s become available. In open educational resources creative commons license or open license get much importance than former copyright terms. In this paper will discuss about various licensing system with relation of OER,Such as Copyright, GNU General Public License, Creative Commons License with differenttypes of conditions etc. Whenever one side indicatesthe freedom of information for free and for reuse, on the other side conventional licensing system in the Internet world becomes less usable.
