Download the Virtualbox VM image, and import it using the "File->Import Appliance" option in VirtualBox. The RAM size is set to 8GB. Reduce it to 4GB if need be. 

Double-click on the VM named "icse-first-paper", and let it start up.
The 'code', 'data' and 'njr-1_dataset' subdirectories in the 'artifact' directory are the main ones you will need. 
All dependencies have been pre-installed. No further installation is required. You can start copy-pasting commands from the Readme into the Terminal on the VM.

The username and password are both 'artifact'
