    "description": "<p>The present model policy aims to assist Research Performing Organisations (RPOs) in developing policies for Open Science/ Open Access. The proposed policy aims at aligning institutional policies with the <a href=\"https://publications.europa.eu/en/publication-detail/-/publication/48558fc9-d4c8-11e1-905c-01aa75ed71a1/language-en\">2012 Recommendation</a> of the European Commission on access to and preservation of scientific information and its <a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32018H0790\">2018 update</a>, <a href=\"http://ec.europa.eu/research/participants/data/ref/h2020/grants_manual/hi/oa_pilot/h2020-hi-oa-pilot-guide_en.pdf\">the Horizon 2020 Guidelines on the rules of open access to scientific publications and research </a><a href=\"http://ec.europa.eu/research/participants/data/ref/h2020/grants_manual/hi/oa_pilot/h2020-hi-oa-pilot-guide_en.pdf\">data</a>, the <a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A52018PC0435\">Proposal for a Regulation of the European Parliament and the Council establishing Horizon Europe- the framework programme for Research and Innovation, laying down its rules for participation and dissemination</a> (COM/2018/435 final) and the P<a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=COM%3A2018%3A436%3AFIN\">roposal for a Decision of the European Parliament and of the Council on establishing the specific programme implementing Horizon Europe- the Framework Programme for Research and Innovation</a> (COM/2018/436 final) and takes into consideration important developments at EU-level related to Open Science/ Open Access such as the <a href=\"http://data.consilium.europa.eu/doc/document/ST-9526-2016-INIT/en/pdf\">2016 European Council Conclusions</a> on the transition towards an Open Science system, <a href=\"https://ec.europa.eu/commission/commissioners/2014-2019/moedas/announcements/plan-s-and-coalition-s-accelerating-transition-full-and-immediate-open-access-scientific_en\">the &ldquo;Plan S&rdquo; and &ldquo;cOAlition S&rdquo;</a>, the developments of the<a href=\"https://www.eoscsecretariat.eu/news-opinion/eosc-sria-strategic-research-innovation-agenda-version-09\"> European Open Science Cloud (EOSC) and in particular the EOSC </a><a href=\"https://www.eoscsecretariat.eu/news-opinion/eosc-sria-strategic-research-innovation-agenda-version-09\">Strategic</a><a href=\"https://www.eoscsecretariat.eu/news-opinion/eosc-sria-strategic-research-innovation-agenda-version-09\"> Research and Innovation Agenda</a><a href=\"https://www.eoscsecretariat.eu/news-opinion/eosc-sria-strategic-research-innovation-agenda-version-09\">,</a> the action lines of the <a href=\"https://ec.europa.eu/research/openscience/index.cfm?pg=open-science-policy-platform\">European Open Science Policy Platform</a>, the Communication &ldquo;<a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=COM:2020:628:FIN\">A new ERA for Research and </a><a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=COM:2020:628:FIN\">Innovation</a>&rdquo; and the 2019 EU Directive <a href=\"https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32019L1024&amp;from=EN\">on open data and the re-use of public sector information</a>, the Report <a href=\"https://ec.europa.eu/info/publications/towards-2030-vision-future-universities-field-ri-europe_en\">&ldquo;Towards a 2030 Vision on the Future of Universities in Europe</a>&rdquo;. In addition, the document also takes into consideration other related reports from university associations like EUA&rsquo;s <a href=\"https://eua.eu/downloads/publications/eua%20policy%20input_perspectives%20on%20era%20from%20the%20university%20sector.pdf\">&ldquo;Perspectives on the new European Research Area from the university sector&rdquo;</a> and <a href=\"https://eua.eu/resources/publications/957:universities-without-walls-%E2%80%93-eua%E2%80%99s-vision-for-europe%E2%80%99s-universities-in-2030.html\">&ldquo;Universities without walls: A vision for 2030&rdquo;</a>, the Guild of European research intensive universities <a href=\"https://www.the-guild.eu/publications/insight-papers/insight-paper-2_the-guild_vision-for-europe-s-universities.pdf\">&ldquo;Looking to the Future: the Guild&rsquo;s Vision for Europe&rsquo;s Universities&rdquo;</a> and other associations like the Science Europe practical guide&nbsp; to the <a href=\"https://www.scienceeurope.org/media/4brkxxe5/se_rdm_practical_guide_extended_final.pdf\">&ldquo;International Alignment of Research Data Management&rdquo;</a>.</p>\n\n<p>The model policy has been prepared as part of a toolkit for policy makers on Open Science and Open Access in the context of the EU-funded OpenAIRE Advance project that supported Open Access/ Open Data mandates in Europe. The proposed policy draws heavily on the UNESCO Open Science policy development process and &nbsp;<a href=\"http://www.unesco.org/new/en/communication-and-information/resources/publications-and-communication-materials/publications/full-list/policy-guidelines-for-the-development-and-promotion-of-open-access/\">UNESCO Open Access policy development guidelines</a>, the <a href=\"http://www.medoanet.eu/news/medoanet-guidelines-implementing-open-access-policies-available-7-languages\">MedOANet guidelines for Open Access</a>, <a href=\"http://pasteur4oa.eu/resources?qt-resources=8\">PASTEUR4OA Toolkit</a> and <a href=\"http://pasteur4oa.eu/resources/148\">Policy Guidelines</a>, the <a href=\"https://zenodo.org/record/50863#.X9NPLNgzaUk\">RECODE project</a> policy recommendations for Open Access policies to research data, the <a href=\"http://learn-rdm.eu/en/about/\">LEARN</a> project Model Research Data Management Policy, and the <a href=\"https://zenodo.org/record/4005612#.X9sTVOkzZ0s\">SPARC Europe report on Open Data and Open Science policies in Europe</a>.</p>",
