ЮРИДИЧНО-ПРАВОВІ ОСОБЛИВОСТІ СТАНОВЛЕННЯ ТА РОЗВИТКУ ЗЕМСТВ НА ТЕРИТОРІЇ УКРАЇНИ

The article is revealed legal features of the formation and historical evolution of territorial self-government bo-dies on the territory of Ukraine during the second half of XIX  – at the beginning of the XX centuries. The special atten-tion is paid to the analysis of providing Ukrainian zemstvos with proper degree of legislative and executive power as governmental authorized bodies. The place of zemstvo among governmental institutions and self-government institu-tions is determined. The attempt is made to determine rather precisely the limits of legal activities of zemstvos which were provided to them by the state laws.
