This policy framework provides a system-level reference point for how Irish higher education institutions should approach generative AI in teaching and learning. It articulates a shared set of values to support coherent institutional responses while preserving academic freedom and local autonomy. The framework situates generative AI within broader national, European, and international policy contexts, drawing on regulatory developments, sectoral consultation, and pedagogical research to clarify both opportunities and risks. It focuses explicitly on teaching and learning, addressing assessment design, academic integrity, equity of access, staff and student capability, and institutional governance. Designed to be adaptable rather than prescriptive, the framework supports institutions in developing their own policies and practices while maintaining alignment across the sector. It is intended for use by senior leadership, governance bodies, quality assurance units, and those responsible for shaping institutional strategy in an AI-enabled educational landscape.
