Abstract
        Part II examines how repeated faculty statements—exemplified by the 2024
claim that “50% of students fail Microscopic Anatomy & Embryology I
and must repeat the first year”—function as a rhetorical obstruction that
normalizes attrition amid resource bottlenecks. Cross-referencing Act
CCIV/2011 on National Higher Education, Fundamental Law of
Hungary Article XI, Directive 2005/36/EC Article 24 (5,500 hours,
minimum 6-year training), EU Charter of Fundamental Rights Article 14,
and Semmelweis University Study and Examination Regulations (SZMSZ,
Arts. 5, 11, 13, 45), this paper proves how such rhetoric has the effect of
chilling complaints, discouraging legitimate challenges to policy, and
sustaining structural inequities. These practices conflict with the WFME Basic
Medical Education Standards (3.1, 3.4) and ESG Standards (1.3, 1.6),
which mandate adequate resources and fair, student-centred assessment. We
conclude that this rhetoric is not mere commentary but a conditioning
mechanism that institutionalizes obstruction.
