In the context of rapid global changes and scientific-technical progress, the professional competence of managerial personnel in higher education institutions (HEIs) plays a crucial role in ensuring effective institutional performance. This article examines the theoretical and legal foundations of financial support for the professional development and advanced training of HEI administrative staff in Uzbekistan. Through critical analysis of existing regulatory frameworks and international best practices, the study identifies systemic deficiencies in current financing mechanisms, including insufficient transparency, limited targeting of resources, and inadequate alignment with international standards. The research demonstrates that financial allocations for managerial capacity building should be reconceptualized as strategic investments in human capital rather than mere operational expenses. Drawing on comparative analysis of financing models from developed countries, including endowment funds, results-based financing (RBF), and public-private partnerships, the article proposes a comprehensive reform framework.
