In the Foam–Plexus Theory of Everything (ToE), spacetime is an eternal quantum foam
of Planck-scale quanta connected by wormholes. Distinct plexuses (Gravity, EM, Weak,
Strong, Higgs) are emergent subnetworks that mediate forces and define particle struc-
tures. We argue that the foam is eternal and invariant, while only the Gravity–plexus
evolves on cosmological scales. This decoupling preserves the constancy of G, α, particle
masses, and other low-energy constants, yet allows large-scale geometry to change through
the state of a gravity-only sector. We identify the cosmologically active component as a
relic graviton double-loop medium—stable, closed, Gravity-face double loops left from early
foam turbulence. Its bound phase behaves DarkMatter-like, while its percolating unbound
phase has a negative effective pressure that drives late-time acceleration. We provide ex-
plicit evolution equations for the Gravity–plexus density, quantify force-hierarchy rigidity via
harmonic-oscillator wormhole scales, list falsifiable signatures (GW “mesh” noise, small w(z)
drift, lensing subtleties, local H variation), and link the scenario to an inflationary prelude
without singularities. This yields a constant-G cosmology that addresses the cosmological
constant problem, the Hubble tension, and the stability of local physics. (Technical foun-
