D8.11 Early warning and spatial Digita Twin Assessment Report
Description
This document is the deliverable D8.11 of the SCORE project, funded under the European Union’s Horizon 2020 research and innovation programme under grant agreement No 101003534. It is a deliverable of the Work Package 8, whose objective is to develop a GIS Based Early Warning Support and Digital Twin (EWS/DT) Platform and deploy it in the SCORE CCLLs to assist governance in collaborative resilience management strategies. Following a co-creation/co-design approach, the design of the system was obtained because of an intense exchange with CCLLs. Later the platform was developed and finally deployed in three CCLLs. The technology development work is described in detail in several SCORE deliverables, whereas the D8.9 “GIS Based Early Warning and Digital Twin Platform deployment report” describes the deployment in forerunners CCLLs for this workpackage, namely Massa, Vilanova i la Geltrù and Oarsoaldea. This D8.11 deliverable is the second one of the Task 8.5 (Assessment of integrated early warning support and spatial digital twin) and involves the partners CNR (leader), LAMMA, MBI, ATU, ERINN, UCD, and the CCLLs through the WP2 partners. It reports how the EWS/DT platform has been assessed at the three frontrunner CCLLs of WP8 Massa, Vilanova i la Geltrù and Oarsoaldea. Assessment activities involve many aspects, such as system performance, evaluation of the physical and AI models adopted, usability and for the EWS component, usefulness with special regards to the regulation framework for early warning management effective at local level, and for the ability to support the co-design of solutions, with particular focus on EBAs, for adaptation to climate change and to improve the resilience of CCLLs with respect to extreme events. It should be noted that the two components of the platform (EWS/DT) have been implemented by sharing the same architectural solutions.
The previous D8.10, released at M24, defined the plan and procedures to be followed for assessing and validating the technologies developed in WP8 and provide guidance to the assessment activities, whereas the deliverable D8.11 contains the results of the validation, scheduled for the end of the project. The assessment methodology will be implemented through different activities that encompass characteristics and expectations of DT and EWS and
includes both technical and science validation of the solutions and specific activities to be carried out by the CCLLs. The two products have been implemented by sharing same architectural solutions, but aim at different goals and target different end-users, and different stakeholders as well. Therefore, assessment exercises need to consider such differences.
