This paper presents a unified hypothesis that reinterprets the observed cosmic acceleration and galactic rotation curves through the lens of atomic scale expansion and temporal dilation. Instead of requiring dark energy or dark matter, the model proposes that all matter and spatial metrics expand over time, with synchronous changes in local time perception. A mathematical derivation shows that this framework can account for redshift and flat rotation curves without introducing exotic matter. The hypothesis offers a new geometric-physical interpretation that remains consistent with observational data but challenges traditional cosmological assumptions.
